Then he shook hands with the Doctor, struck another attitude of astonishment, and with the same Macbethian air turned to a servant and told him to put the steaks and the chicken on the table. Frank asked the Doctor if this execution was anything like the "hari-kari" of which he had read, where a Japanese was said to commit suicide by cutting open his stomach. "And you consider that a reasonable request?" "Because my desperate woman hides by the scene of her crime. I was a little dubious about you because that comes out in my plot. Perhaps you counted upon that, and the fact I should not look for you here, after all. It was a game of subtle cross-purposes. But I did look for you here, and I found you. It is a rather long story that I have had to tell, but it has been necessary. And if I repeated it in a court of law I am afraid it would cause you serious inconvenience." A long time after I had left Belgium I got hold of the Black List, in which I am mentioned twice over among eighty-seven other persons; once as Hokveld-Journalist and again as Mokveld-Correspondent. The list was published by me in De Tijd of June 2nd, 1915. "'4. With regard to the arms of the German soldiers, it is true that the wounded men had none with them, but I have distinctly stated that the crowd consisted of soldiers who belonged to the lightly wounded and of soldiers belonging to the Landen garrison. These latter had been told off to guard the station and the platforms and maintain order. It is possible that they had also to prevent the wounded from moving about on the platforms, but in that case they did not stick to their task, because everybody was free to go where he liked, and I myself did the same. That these guards did not guard anything at all at the moment is proved by the fact that the above-mentioned civilian was able to come near the riot, although he had to pass a number of platforms. That the soldiers belonged to the Landen garrison229 and had to do sentry-go is proved by the fact that they had their bayonets on their rifles. forced to lead, when one reflects that chiffon and Venetian point Wellthink! "Yes, you beast," snorted the Deacon; "I'm safe, but no thanks to you. You done your best to kick my brains out. Twice your condemned heels jest grazed my eyebrows. All the thanks I git for tryin' to save you from being starved to death there in Chattanoogy, and git you back home. But you go back home all the same." Maj. Oglesvie came up. "Right face," commanded Si. "You, Maj. Benjamin Truax, do swear that you will well and truly try and determine, according to evidence, the matter now before you, between the United States of America and the prisoner to be tried, and that you will duly administer justice, according to the provisions of an act establishing rules and articles for the government of the armies of the United States, without partiality, favor or affection; and if any doubt shall arise, not explained by said articles, according to your understanding and the custom of war in such cases. And you do further swear, that you will not divulge the sentence of the court, until it shall be published by proper authority; neither will you disclose or discover the vote or opinion of any particular member of the court-martial, unless required to give evidence thereof, as a witness, by a court of justice in due course of law. Chapter 9 "Never mind that," replied the galleyman; "but as for your mother, she was a good, and a holy woman; but I say she was proud! You are proud, or you would not think so much of being a villein. And is it not likely that your boy will be as proud as either?" "Aye," resumed Wat, as he observed the hesitation of the retainers; "stand back, and I'll warrant ye I shall go quicker than the whole tribe of ye could drag me. This is no place for me, where, if a man doesn't tell what's in his mind, the halloo is given to the pack to put him in thetumbrel! ha, ha, ha!" Taking advantage of their indecision, he had walked on to the door of the apartment while speaking, and his bitter derisive laugh was heard as he crossed the threshold. China releases white paper on arms control in new era
(Xinhua) 10:19, November 27, 2025
BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
